Enthusiasts know that this means the car has been preserved/restored to represent a total presentation of 95% or greater of a factory-correct and fresh car. It's a prestigious award that many Corvettes try to achieve, but few ever earn - especially in the first generation. The exterior really shows off that kind of style today where it looks terrific and not over-restored beyond stock.
